The warrants against the Israeli politicians mark the first time the ICC has targeted the top leader of a close ally of the United States. The decision puts Netanyahu in the company of the Russian President Vladimir Putin, for who the ICC issued an arrest warrant over Moscow’s war on Ukraine. A panel of ICC judges will now consider Khan’s application for the arrest warrants. The withdrawal of 1,000 U.S. military personnel in Niger is underway, and all American troops will leave the West African country by Sept. 15, the U.S. and Nigerien governments said on Sunday. The meeting was meant “to coordinate the orderly and safe withdrawal of U.S. forces from Niger,” it added. The statement, released by the Pentagon, also said the two militaries had established procedures to ease the entry and the exit of U.S. personnel, including flight and landing clearances for military planes. Niger has balked at approving some of those clearances in recent months, American officials said.

The two teenagers on the screen trudging through the endless dunes of the Sahara on their way to Europe were actors. But to the young man watching the movie one recent evening in a suburb of Dakar, Senegal’s capital, the cinematic ordeal felt all too real. “This is why they refused to send me money to take that route,” said Ahmadou Diallo, 18, a street cleaner. It is now showing in African countries, and is hitting close to home in Senegal. That’s where the two main characters in the movie embark on an odyssey that epitomizes the dreams and hardships of countless more hoping to make it abroad.

Days after returning from a trip to Europe where he was lectured about the need to rein in Russia, China’s leader, Xi Jinping, used a summit with President Vladimir V. Putin to convey an uncomfortable reality to the West: His support for Mr. Putin remains steadfast.
